The Vermont Agency of Education (AoE) aims to identify and implement a transparent, consistent, and replicable process to evaluate grant applications of all types to determine what programs, practices, or strategies are likely to yield the greatest return on investment.
With NCC’s assistance, the Vermont AoE will:
- finalize common criteria and rubrics AoE staff can use to evaluate LEA grant applications;
- identify protocols for how the AoE can coherently put these rubrics into practice in coordination with the new grants management process and in accordance with each grant’s requirements and Vermont’s expectations for evidence-based practices;
- establish a communication plan for notifying LEAs of the changes in how their investment applications will be evaluated; and
- offer tools to districts that help guide their financial planning process through scenarios and guiding questions.
The codified process will ultimately help the AoE to make well-informed, evidence- and research-based decisions around the acceptance or denial of applications, and to increase the AoE’s capacity to provide effective technical assistance to LEAs to help them best leverage their investments for reaching their goals.
